Returns <tt>canvas</tt> element.

   * <tt>*w*</tt> - width (default <tt>300</tt>)
   * <tt>*h*</tt> - height (default <tt>200</tt>)

OAT.SVG.element(name,{attributes}); Returns SVG <tt>element</tt> with desired <tt>name</tt> and <tt>attributes</tt>.
