You are not allowed to connect to a database in $DLC. (1379)

You cannot connect to Progress 9 databases which are hosted anywhere within the $DLC directory structure. You should cp or mv your databases — and related files — to a "wrk" or other directory structure that resides parallel to — or above — $DLC. This limitation does not exist in Progress 8 or earlier.
